In the case of Silver Craft Emergencies, this large 'bunker' can house the entire population of the Biome it is located in. Behind two 12' thick steel doors leading descending from the floor. This place can be used to 'revive' characters who perished in those Biomes. (aka, if you died in say, O-Edo; three real days later you are revived in O-Edo's Emergency Shelter). All Shelters are 'Stand Alone', none are connected to one another at all.
